Edward Kako, PhD has experience managing policy analysis, quality assurance, report writing, TA, and strategic planning, both as PD and as a task lead on various projects. Dr. Kako’s recent and current work has focused on approaches to rebalancing LTC. Currently, he directs a project for the Assistant Secretary of Planning and Evaluation to conduct a preliminary analysis of how states are coming into compliance with a 2013 DOL rule requiring most home care workers to be paid overtime and travel time. Dr. Kako also serves as Mission Analytics’ PD of the PASRR TA to state projects with CMS (under subcontract to Truven Health Analytics), which is designed to help states fulfill PASRR’s promise to help individuals with mental illness and/or IDD avoid inappropriate institutionalization. In this role, he led the development of the PASRR TA Center website, www.PASRRassist.org. Dr. Kako also serves as PD for Mission Analytics’ BIP – No Wrong Door contract with CMS (under subcontract to New Editions). BIP (www.BalancingIncentiveProgram.org) is an ACA initiative that provides incentives to states to rebalance their LTC systems toward community-based services. Under Dr. Kako’s leadership, Mission Analytics developed an implementation manual for the program informed by interviews with key informants and consultations with technical expert panels to help states implement required structural changes. Dr. Kako also served as Mission Analytics’ PD on the HCBS TA contract (also under subcontract to New Editions), which is designed to provide TA to states wishing to add or augment their community-based Medicaid-funded LTSS. For that contract, he wrote briefs that highlighted innovative HCBS practices in state Medicaid programs.
