Jami Petner-Arrey, PhD conducts research and provides consultation services to help states develop individualized supports budgets. Prior to joining HSRI, she earned her doctorate in special education from the University of New Mexico with an emphasis on advocacy, social justice, and public policy. Her dissertation work focused on promoting autonomy for adults with intellectual disabilities within adult support settings. She held a postdoctoral fellowship with Queens University in Canada and helped develop quality indicators for the Government of Ontario around person-directed planning for support services and employment of people with IDD. Dr. Petner-Arrey was a special educator for 11 years, provided direct support and case management in adult services for four years, and taught special education courses at the University of New Mexico.
