Colleen Kidney, PhD is a Subject Matter Expert on the TA for HCBS & PASRR Programs Contract administered by the Centers for Medicare and Medicaid Services. She has almost 15 years of experience conducting quantitative and qualitative methods with diverse populations. Her work often involves presenting data analysis findings in ways to promote data-driven policy making, assisting jurisdictions in selecting and applying measures of support, and conducting evaluations of supports budgets frameworks. Colleen worked on a number of research and evaluation teams, including research on the ethical inclusion of individuals with intellectual and developmental disabilities in research, and disability-related disparities in health and access to healthcare. She promotes community engagement with community-based participatory approaches to disability systems projects. She holds a Doctorate in applied community psychology from Portland State University.
