Highsmith Rich

Highsmith Rich serves as a HCBS TA Subject Matter Expert on the TA for HCBS & PASRR Programs Contract administered by the Centers for Medicare and Medicaid Services. She is involved in advancing the understanding of the self-directed service delivery model by developing content for state programs and stakeholders related to person-centered planning, service delivery, and other aspects of self-direction. Highsmith graduated with a Bachelor of Arts in Psychology from the University of North Carolina at Chapel Hill, receiving the Kimball King Research Grant and President’s Scholarship to pursue research in mental health stress and psychological development. She also graduated from Boston College with a Master’s degree in mental health counseling, specializing in both quantitative and qualitative research relating to underserved populations.
