Abby Holm

Abby Holm, MSW, serves as a Home and Community-Based Services (HCBS) Technical Assistance Subject Matter Expert on the TA for HCBS & PASRR Programs Contract administered by the Centers for Medicare & Medicaid Services. She brings more than 20 years of experience in state Medicaid programs supporting older adults and individuals with disabilities, with deep expertise in leveraging Medicaid authorities to strengthen and expand HCBS. Her areas of focus include self-directed services, payment to legally responsible individuals and family caregivers, and long-term services and supports (LTSS) rebalancing initiatives. Ms. Holm has also facilitated multiple stakeholder working groups and state-level committees to drive policy innovation and program implementation. She has co-authored the national issue brief State Implementation of ARPA HCBS Spending Plan: Lessons Learned. In Montana, she spent 15 years administering Medicaid HCBS programs, including launching a 1915(c) self-directed waiver, implementing the 1915(k) Community First Choice program, and leading a direct care workforce initiative that expanded health insurance access for direct care workers. She holds a Master of Social Work with a concentration in aging policy and administration from the University of Washington.
