David Hughes, PhD, is a nationally recognized expert with over 30 years of experience in behavioral health services research, evidence-based practices, quality measurement, and cost simulation models for health systems planning. David is interested in supporting change agents to improve systems using strategies that are both data-driven, values-based and sustainable. David has directed and served in senior roles on dozens of federal and state projects including directing several SAMHSA multi-site studies. David’s current work is focused on supporting sustainable system change through creative Medicaid strategies to expand the array of services and supports. He received his doctorate in social policy from Brandeis University.
