Ines Rosas

Ines specializes in Medicaid-funded Home and Community-Based Services (HCBS), with particular expertise in self-direction programs and Veterans Health Administration (VHA)-funded Veteran Directed Care (VDC) programs. She provides technical assistance to a wide range of stakeholders, including state agencies and community-based organizations, on regulatory compliance, program implementation, and policy development.

Ines previously worked as a social worker for 15 years, including as a program manager at an Aging and Disability Resource Center and Area Agency on Aging, before transitioning to healthcare consulting. Her work includes developing training curricula, supporting states with program evaluation and improvement, and conducting research on self-direction programs. Trilingual in English, Spanish, and French, she brings cross-cultural communication skills to her consulting practice. She holds a B.A. in Sociology with a Minor in Biology from Boston University and has pursued additional academic training in science at Université Joseph Fourier
