Rachel Neely

Rachel Neely serves as a Home and Community-Based Services (HCBS) Technical Assistance Subject Matter Expert on the TA for HCBS & PASRR Programs Contract administered by the Centers for Medicare & Medicaid Services. Ms. Neely’s key areas of expertise include analysis and implementation of federal regulations; self-direction; stakeholder engagement; Medicaid long-term services and supports (LTSS) program design; and managed long-term services and supports (MLTSS). Ms. Neely worked for several years at the state level in Texas as a Senior Policy Advisor for Medicaid and CHIP Services at the Texas Health and Human Services Commission (HHSC). During her tenure at Texas HHSC, she served as policy lead for Consumer Directed Services, the state’s self-direction option, subject matter expert for 1915(k) Community First Choice (CFC) policy, and project lead for implementation of the federal HCBS Settings Rule. Ms. Neely holds a master’s degree in Social Work from the University of Texas at Austin and a bachelor’s degree in English from the College of William & Mary. She also holds a graduate certificate in Public Administration from the University of Virginia.
